You must hold a licence for the specific category of work you perform. A Low Rise builder cannot build five storeys. A painter cannot do structural carpentry.
One step outside your scope is treated the same as having no licence at all.

What it protects

The cost of getting caught.
In Queensland you can only perform building work valued at $3,300 or less without a licence. Splitting a job into multiple invoices to stay under that figure is illegal.
Above that threshold, under section 42 of the QBCC Act:
And you still don't get paid.
An unlicensed operator has no entitlement to payment under the contract. You cannot recover more than what you paid for materials and labour, and nothing at all for your own labour.
You do the work. You carry the cost. You keep none of the profit.
